Question:  Does Louisiana require a notarized affidavit when a person reports that their vehicle has been stolen?
Answer:  Yes.  Louisiana Governor Bobby Jindal recently signed legislation that changes the law involving auto theft (RS14:67.26).  The new law requires that a person who files a "stolen vehicle" report with a law enforcement agency complete an affidavit provided by the law enforcement officer.  This affidavit would be completed, signed, and provided to the law enforcement officer who would submit the affidavit with the auto theft police report.  If presented to the law enforcement officer at the time of the report the affidavit would not need to be notarized by a notary.
 
If the affidavit is not completed and submitted to the law enforcement officer at the time of the investigation, the reporting person must complete the affidavit provided by the investigating officer and appear before a notary to have their signature notarized.  The notarized affidavit must be submitted to the law enforcement agency conducting the auto theft investigation.  The law requires that this affidavit be submitted within seven (7) days.
Question:  Why do I need to sign a document in front of the notary?
Answer:  One of the primary duties of a notary is to witness the signature of the person signing a document.  Another duty of the notary is to ensure that the signer is properly identified.  Whenever you need a document notarized do not sign the document before you are directed to by the notary.  You must always have current photo identification (current driver's license, state ID, passport, military ID, etc.) when you appear before a notary for the purpose of having a document notarized.
Question:  I have documents that need to be signed and notarized by someone but I am out-of-state.  Can you help me with this?
Answer:  Yes.  One of the advantages of using a mobile notary is convenience for the person signing the documents.  If the person who needs to sign the document is located in the Greater New Orleans, LA area you can send me the documents by overnight courier service (Fed Ex, UPS, DHL), by United States Postal Service, or by email.  I will make an appointment with the person who will sign the documents and meet at their convenience.  I will identify the signer, have the person correctly sign, review the documents, and return them via your choice of delivery.
Question: I'm selling my car and need to have the title of ownership transferred to the new buyer.  Can you help me?
Answer:  Auto title transfers are one of the most popular services that we offer.  Once you confirm the sale with the buyer of your vehicle give us a call and schedule an appointment.  We will meet with the seller and buyer together and process all of the paperwork needed to transfer the title to the new buyer.  We will provide the seller with a notarized bill of sale and we can electronically notify the Louisiana Department of Motor Vehicles that the vehicle's ownership has been transferred.  We provide the buyer with a notarized motor vehicle title and a registration application.  The buyer then brings these documents, along with proof of insurance, to the Department of Motor Vehicles (DMV) to register the vehicle in his or her name and obtain a license plate.
Using our mobile notary service provides convenience for both the buyer and seller as all of the necessary paperwork is taken care of at the point of the sale.  No need for the seller and new buyer to have to leave the vehicle until they can find a notary.  No worries for the seller by letting the buyer take the vehicle before the necessary paperwork has been completed.

SELLER
Certificate of Title -  All persons listed as owners of the vehicle must be present and sign the rear of the title.
Current Motor Vehicle Registration -  Needed to process electronic update of vehicle ownership.
Current photo identification from all persons listed as owners of the vehicle.
BUYER
Current photo identification from all persons who will be listed as buyers. 
Proof of insurance required when vehicle is registered at the Department of Motor Vehicles
